OBSERVATIONS:
Any election system certified by the EAC must contain ONLY the software that was tested by the EAC and cannot contain any other programs or files. The certification is invalid if any other software has been installed or any of the software installed has been modified. This should be verified before all elections during the Logic and Accuracy Test and strict configuration control should be implemented to ensure no changes are made during the election.
CONCERNS:
In Bexar County, there is NO public test performed to verify that only authorized software is installed on the computers. This could allow unauthorized software to be undetected leading to potential hackers or malicious operators changing election results while leaving no trail. This is unacceptable and should be changed immediately.
